Preaching to the choir, oh god.Given the general play level at sub 12 I'm definitely inclined to agree that flash more than likely wouldn't make any real impact at low level play beyond occasional escapes, but that just raises the question, why would you restrict its use in the first place? All you're doing is removing the ability for better players to play certain characters effectively, and helping weaker players build bad habits since they wont be playing against flash initiators until they pass an arbitrary prerequisite point. Basically, your knowledge of the game pre level 15 or so doesn't count for shit since that's not actually how league plays once you hit the end game.I just prefer wins and losses to be based on fast reactions and knowledge of game mechanics, not because no one on your team could initiate properly because you don't have flash.you are disadvantaged for not playing the game as opposed to those who do play the game? wow

to be honest, games at around lvl 12 or so aren't going to be decided by having flash or not, they're going to be decided by the team that has better mechanical play and ability to work together
restricting summoner spells by level is a thing that can be questioned but suddenly having them or not isn't going to make lower, inexperienced players suddenly better ones
my thought was the reasoning is that they're slowly increasing the things you have to know about as you go. there's already a ton of things somebody new to mobas have to keep track of at any given moment. also players can get to 30 and still not know how to use/perform mechanics well that they were introduced to at level 1 (map awareness, last hitting, etc).
