is has leveling but it doesn't actually effect gameplay... it basically just keeps you out of the really competitive queues for a little bit, and each level is essentially an in-game currency bonus delivery system
nothing like runes at all, though you've still got to unlock characters
you can unlock all the characters forever for a one-time price, though

to be honest, games at around lvl 12 or so aren't going to be decided by having flash or not, they're going to be decided by the team that has better mechanical play and ability to work together
restricting summoner spells by level is a thing that can be questioned but suddenly having them or not isn't going to make lower, inexperienced players suddenly better ones
or you've been bumped because the game detects you're smurfing, but usually you'll just be against other low level smurfs

that being said you can knock out two cheap sets of runes for most colors that'll work for 99% of the champs in the game
flat arpen and mpen reds
flat armor yellows
flat or scaling mr blues
move speed or hp quints
use arpen reds on one page and mpen reds on another, you've got two perfectly fine pages. in time you can fill in with more runs to specialize as you need to, or say fuck it and live with what you got.
they've got to get paid somehow. and eventually you will run out of runes you could ever need, and then all that's left is champs or skins (ie hats)
dota is designed to take your money by getting you into the steam infrastructure
my thought was the reasoning is that they're slowly increasing the things you have to know about as you go. there's already a ton of things somebody new to mobas have to keep track of at any given moment. also players can get to 30 and still not know how to use/perform mechanics well that they were introduced to at level 1 (map awareness, last hitting, etc).
which has nothing to do with anything ingame so its a-ok

How it works is that you can Worshipers whenever you win as a particular deity. These are exclusive to that character, so I have 12 worshipers on Neith and 7 on Fenrir. When you get to 100, you have "mastered" that deity and get a mastery level. Which means that the max mastery level you can get is equal to the number of characters currently in the game. It doesn't mean MUCH, but mastering a deity does require a certain number of wins, so it at least indicates familiarity with that character.
It's not min/max because there's not a mandatory rune page for each champion. There is flexibility if you want to do something different with a champ even if the majority of the playerbase thinks you're an idiot for not following the allegedly "proven" build for a champ. That just means most of the playerbase can't be arsed to actually try anything interesting instead of just following a cookie cutter popular build.
I definitely understand wanting to ease people into mechanics slowly, since getting into league league (or any moba really) is incredibly daunting, but arbitrarily limiting your toolkit against players who may or may not have those tools seems like a bad way to handle that, especially since summoners that require far more map awareness and game knowledge, like teleport, are available at level one.
Also for the record, I don't hate league or think it's a trash game or any dumb shit like that. I just have serious misgivings with how they handle specific aspects with the game.
