with the way skill costs at creation and experience costs for skills worked prior to the just-released rules revamp the most efficient way to allocate skill points at character creation was to have 4 skills at 4 dots and 2 skills at 3 dots, distributed across the three groups in a that pattern.
Now there is no "most efficient method" so characters can be less artificially specialized without whacking out XP distributions
