Enough is a matter of opinion, but it is fixed more. Your experience is symptomatic of the inherent problem with a game that's so sandboxy. There are no goals except those you set for yourself, but you can't figure those out without trying different elements of play. It's less of an issue now because the actual trying is a lot easier, although it still requires motivation on your part to actually do it.
As an example, say you wanted to try repping people, one of my fave things to do in pvp because it gets frantic as hell sometimes. Before it was a case of fly a tech2 logistics cruiser at near max skills or don't bother. A huge time sink for something you don't even know if you'll enjoy yet. Now you can jump into a t1 logistics cruiser way way faster and rep less hp/second but still a very usefull amount and at a usable range (because they gave them a rep range bonus which lets medium reps be actually usable).
So you can actually try that shit early on and use the vast majority of skills trained for it trying other things too. If you like then you can spend time specialising in it and being more effective in it, but while you were less effective before it was still effective enough that you made a significant difference by being there.
