Coming after their in-game assets not only does not impact their payoff (people are still made miserable by their bullshit) but in fact enhances it since they have confirmation their asshatery is working.

    Depends upon how it plays out. If the result is they can't grief because the entire server is hunting them they tend to get bored and move on to something else where they actually get to do their be-a-cockbag thing instead of just getting killed over and over.

    One thing to keep in mind is that this isn't going to be a single shard universe like EVE and private servers are also going to be a thing.

    But the Alpha hasn't even started, and won't for quite some time, so just about everything right now is nearly-pointless-speculation territory

    It's not supposed to deter them entirely. It's just incorporating that behavior into the actual systems of the game and then letting players respond to it.

    But, as Ultima Online made completely clear, a "bounty" or "outlaw" system not only doesn't deter griefing it encourages it and enhances the experience for the griefer. IE: bounty systems make griefing worse. they in no way let a community deter it.

    PvP games already get the bottom of the barrel when it comes to game community. Anything that encourages people go beyond the already low standards for online PvP games is a bad move.

    What you think "makes sense" has nothing to do with reality. It just has to do with your life experience. And your life experience may only be a small smidgen of reality. Possibly even a distorted account of reality at that.     They're ganking because they find it fun

    And it can be! I spent an entire evening ganking a mage that ganked me a single time in WoW via cat bombing him. He saw me finishing off a small group of mobs and thought I would be an easy kill, and it totally was for him. And then I spent literally hours following him around and killing him over and over for no reason than he pissed me off and I had the time to spare. And I was grinning smugly the entire time I did it.

    However that is not an interaction that I'm really looking for in a game, especially not these days.

    No, you can do it fucking easily in a tech 1 gunned battlecruiser at the moment though.

    Like a low skilled talos or naga ratting guristas at the moment will get about 50ish an hour. My gunnery supports are maxed at the moment but I'm still using tech1 blasters, getting just shy of 100mil an hour.

    The only battleship that's actually worth ratting in at the moment is the Vindicator and only then if it's near max skilled (2 racial battleship skills to 5 fuck that lol) and fit to be 2-3 billion isk loot pinata.

    Or there's salvaging.

    Or mining.
