If you can hold on just a little while longer, the Radeon 8xxx series is supposed to show up towards the end of this year, so the 7xxx series will see a decent price drop.

Mini-ITX might be what you want, but 4 RAM slots would be a problem.

That one has two, and the PCIe 16. But you'd still struggle with a full-height video card in a Mini-ITX case.
Imagine if there were no hard drive or optical bays, just two SSD slots. Now reshape the thing in your head, ignoring the square footprint of the motherboard. See how tiny it could be?

Yeah, mini itx is close but like you said, the cases are for HTPC applications and there are usually only 2 RAM slots.
2x8gb is more than enough at this point though.
The difference between my 8800GT and the 260GTX a co-worker gave me was pretty noticeable. The 260GTX was like double-wide and a couple of inches longer!
we are still a ways away from people going to SSD only builds, even having two 250 GB SSD's would barely leave you with a reasonable amount of space to play with while jacking up the price considerably

On sale, I got a 500gb SSD two weeks ago for $300. Still exorbitant compared to mechanical drives per GB, but the prices are coming down.
